Mobile, AL (BuzzReport) — The Mobile City Council voted unanimously Tuesday to deny an application for a new golf cart transportation service proposed for Downtown Mobile. The council rejected a request from ZED LLC for a certificate of public convenience and necessity, a requirement to operate a public transportation service within the city. The proposed business would have operated seven days a week from 4 p.m. to 4 a.m., utilizing five golf cart vehicles. The application was submitted by James Walker, who briefly addressed the council prior to the vote. Walker questioned the city’s authority to deny his request and expressed concern about government involvement in determining which businesses are allowed to operate. “I believe there is room in the market for another service, and I do not believe the city government should decide who’s in business and who’s not when it comes to a legitimate business,” Walker said. “I do not feel it’s the city’s place.” Under city ordinance, approval of public transportation services such as golf cart operations rests with the Mobile City Council. Councilmembers are tasked with determining whether there is a demonstrated public need for an additional service beyond those already operating. No councilmember spoke in favor of the application, and the measure failed without a single supporting vote. The decision has raised questions among local business observers and entrepreneurs regarding the city’s approach to new business development. Some have expressed concern that the vote sends a discouraging message to prospective business owners seeking to invest in Mobile, particularly small or startup ventures tied to downtown activity and tourism. Questions have also been raised about whether the denial may protect the existing golf cart transportation provider currently operating downtown from potential competition. City officials did not publicly address concerns of favoritism during the meeting. This marks the second instance within the past month in which the Mobile City Council has voted against a new business proposal or startup effort within the city, a pattern that may continue to draw scrutiny as Mobile seeks to balance regulation, competition, and economic growth.
