Mobile, AL (BuzzReport) – The Mobile City Council formally certified last week’s municipal election results on Tuesday, but the procedural vote was anything but routine, marked by a pointed abstention from the only incumbent to lose his seat and lingering questions over a winning candidate’s eligibility.

After concluding its regular agenda, the council briefly adjourned before returning to confirm the vote count. The certification passed with a 6-0 vote. However, District 2 Councilman William Carroll, who was defeated in his re-election bid, notably abstained from the vote.

Carroll’s silence during the vote was short-lived. Following the meeting, the outgoing councilman suggested to reporters that the city’s government charter, known as the Zoghby Act, was “broken.” He declined to elaborate further on his statement or answer specific questions about what aspects of the charter he believed were flawed.

Carroll’s cryptic remarks immediately fueled speculation, particularly concerning the District 2 race he lost to challenger Samantha Ingram. Ingram has faced scrutiny regarding her residency qualifications, an issue previously brought to court by a third candidate, Reggie Hill. A judge dismissed Hill’s suit earlier on procedural grounds, explicitly stating the ruling did not address the merits of the residency claims.

Despite repeated inquiries, Carroll remained tight-lipped, refusing to confirm whether his concerns about the “broken” Zoghby Act were tied to Ingram’s eligibility or any other specific aspect of the election process. His abstention and subsequent comments have injected a layer of discontent into what is typically a perfunctory certification process.

The new council is set to take office in November. While the general election results are now officially certified, one significant race remains undecided: the mayoral contest, which heads to a runoff election scheduled for September 23rd, ensuring Mobile’s political landscape will continue to command attention.
