PRICHARD, Ala. (BuzzReport) — Serious questions are being raised about leadership, accountability, and the handling of criminal evidence within the Prichard Police Department after a sweeping investigation uncovered what officials describe as one of the most disorganized police evidence operations ever encountered in the region.

The Mobile County Sheriff’s Office assumed control of the department on Tuesday following the federal arrest of Prichard Police Officer Emanuel Dotch, whose alleged criminal conduct has sent shockwaves through the city and intensified scrutiny of the department’s internal operations.

Dotch, who is scheduled to appear in federal court on Thursday, faces allegations that include accepting bribes, transporting illegal drugs, orchestrating unlawful traffic stops, and tampering with evidence. Federal authorities contend that the accusations point to serious breaches of public trust and law enforcement integrity.

However, what investigators discovered inside the Prichard Police Department after taking control may have raised even greater concerns.

Mobile County Sheriff Paul Burch described the condition of the department’s evidence storage areas as unprecedented, saying investigators encountered widespread disorganization that could take months to correct.

“One of the most alarming was a room full of sexual assault kits that were just stacked and piled on the floor, not in any kind of orderly fashion,” Burch said.

According to the sheriff, some of the sexual assault kits appeared to have never been tested, raising troubling questions about whether victims received the investigative attention and justice they deserved.

Investigators also discovered buckets and boxes overflowing with handguns that had reportedly been tossed together without labels, documentation, or proper chain-of-custody procedures. Additional firearms were found unsecured inside office desks throughout the building.

Perhaps most shocking was the discovery of a long gun lying on the floor near a drain and toilet inside an old jail cell, a finding that has fueled concerns about the department’s evidence management practices and the potential impact on criminal prosecutions.

At this stage, Sheriff Burch said investigators cannot yet determine whether evidence is missing, compromised, or improperly documented. However, a comprehensive review is now underway.

“It is too early to know whether evidence is missing,” Burch said, noting that investigators will spend months examining, cataloging, and securing the department’s inventory.

The sheriff estimates that it could take as long as six months to properly organize and document the evidence currently housed within the department. During that time, Prichard police personnel will be prohibited from accessing the main police building while investigators conduct their review.

Instead, officers will temporarily operate from a brick building located behind police headquarters.

Burch emphasized that despite the ongoing investigation, officers are expected to remain visible throughout the community.

“We have encouraged them to get out and patrol and be visible in the community, and as of right now, they are needed to work traffic accidents, because the sheriff’s office does not,” Burch explained.

The financial impact of the takeover is already significant. Sheriff Burch estimated that overtime costs incurred by his department on Tuesday alone reached tens of thousands of dollars, highlighting the substantial resources required to stabilize operations and restore confidence in the department.

Meanwhile, growing public concern is shifting toward questions of leadership and accountability.

Residents throughout Prichard are increasingly asking whether the current police chief will remain in his position as the investigation continues. As of publication, neither the police chief nor the mayor has publicly addressed the sheriff’s findings or commented on the chief’s future with the department.

For many citizens, the revelations extend beyond one officer’s arrest. The discoveries inside the evidence room have raised broader concerns about whether criminal cases, victims’ rights, and public safety may have been jeopardized by years of poor oversight and administrative failures.

Public reaction to the revelations has been swift, with many residents calling for broader investigations into law enforcement agencies across the region.

“It’s good to know that corruption is being brought to the light, but it would be even better if the Sheriff and authorities look into all these police departments, including Mobile, and uncover all corruption from all departments, not just Prichard,” said Allen Jackson.

Jackson’s comments reflect growing concerns among some community members who believe the issues uncovered in Prichard may warrant closer examination of evidence handling, accountability, and oversight practices throughout other law enforcement agencies in the area. While investigators remain focused on the ongoing situation in Prichard, calls for transparency and public accountability continue to grow as residents seek assurances that misconduct, wherever it exists, will be identified and addressed.

The coming months are expected to bring increased scrutiny from federal, state, and local authorities as investigators work to determine the full scope of the problems uncovered inside the department.

As investigators continue their review, residents are left demanding answers to critical questions: How long did these conditions exist? Who was responsible for overseeing the evidence? Were criminal cases compromised? And what reforms will be necessary to restore public trust?

For now, those questions remain unanswered.
