This critical agreement will fund the essential design work for public infrastructure improvements tied to the ambitious River Walk Plaza development, signaling a significant advancement for one of Mobile’s most anticipated waterfront projects. The contract with Volkert, Inc. specifically targets the planning and design of public infrastructure, encompassing comprehensive upgrades for the River Walk Plaza Intersection Improvements and enhancements to RSA Park. This includes vital work on roads, utilities, and park facilities situated around 10 Water Street, which is set to become the epicenter of the sprawling private hotel, residential, and commercial complex. City officials emphasize that while this represents a public investment, it is absolutely crucial for laying the groundwork for the substantial private development. A primary focus for the engineering firm will be the complex intersection where Dauphin Street meets Water Street. This key downtown nexus is projected to experience a major increase in traffic volume once construction on River Walk Plaza commences, necessitating strategic design solutions to ensure smooth flow and accessibility for residents and visitors alike. River Walk Plaza, first unveiled in December 2023, is envisioned as a monumental mixed-use development transforming Mobile’s downtown waterfront. The plans for the nearly two-acre site at 10 Water Street – strategically located directly across from the eastern end of Dauphin Street and adjacent to the Mobile Convention Center – include a luxury hotel, upscale office space, modern condominiums, and a vibrant array of restaurants, shops, and entertainment venues. In October 2024, the Mobile City Council passed a resolution to sell the property to One Water, LLC, with the agreement officially finalized in March 2025. One Water, LLC is partnering with Burton Property Group and Kessler Capital Partners to bring this multi-faceted vision to life. The engineering phase is designed to proactively address potential challenges, concentrating on optimized traffic flow, robust utility upgrades, and both aesthetic and functional improvements to RSA Park. A key objective is to ensure that the new development connects smoothly and seamlessly with the historic Lower Dauphin Street district. This strategic approach aims to complete these public infrastructure works either concurrently with, or ideally prior to, the main construction, thereby minimizing future disruptions and maximizing efficiency.
