Prichard Begins Search for New Police Chief as City Moves to Rebuild Public Confidence

PRICHARD, Ala. (BuzzReport) — A new chapter could be taking shape for the Prichard Police Department as city leaders move forward with plans to recruit new police leadership and strengthen the department’s ranks following weeks of uncertainty surrounding the agency’s future.

On Thursday, the Prichard City Council approved a contract with POLIHIRE, a professional executive-search firm that is expected to begin working with the city as early as next week. The firm will assist Prichard officials in evaluating the department’s needs and identifying candidates for top-level leadership, including the city’s next police chief.

For Mayor Carletta Davis, the search represents more than simply filling an important position. She says it is part of a broader effort to rebuild trust in the city’s public-safety operation and restore confidence among residents.

“We’re just trying to rebuild the public’s confidence in public safety here in Prichard and we’re doing all that we can to make sure we’re doing the right thing,” Davis said.

Community to Have a Voice in Leadership Search

Davis says Prichard’s search for new police leadership will not be conducted behind closed doors.

POLIHIRE will work alongside two community-focused groups, including a citizen advisory committee and a local law-enforcement group, as city officials seek input on what residents and public-safety professionals believe the department needs from its next generation of leadership.

The approach is designed to give the community a meaningful role in shaping the qualities and qualifications expected of the next police chief and other executive-level personnel.

Davis says the members involved bring years of professional experience and a continued commitment to Prichard.

“These are people who have served the community in their professional careers and are willing to still serve even in their retirement, so that speaks volumes for the city of Prichard caring about their city and community,” Davis said.

The mayor says the ultimate goal is to find leadership that understands the challenges facing Prichard while also having the experience and vision necessary to move the department forward.

Search Could Cost Up to $50,000

The contract with POLIHIRE is expected to cost the city no more than $50,000, an expenditure that comes as Prichard continues to face significant financial challenges.

The cost of the search could raise questions among residents about whether the city can afford to invest tens of thousands of dollars in an executive recruitment process while dealing with other pressing financial obligations.

Davis, however, argues that public safety must remain a priority and says Prichard’s financial struggles are tied in part to how money has historically been managed.

“I’ve said this all along that we have not had a money problem as much as we’ve had a management of money problem,” Davis said.

The mayor says the city is currently working through its budgeting process and has a certified CPA assisting the administration.

Davis says the city must establish priorities and ensure that employees throughout the municipal government are offered competitive compensation.

“I think that when you’re going through the budgeting process, you have to put priorities on certain things, so we will make sure that we prioritize making it at least competitive salaries for all of our employees, all of our positions across the board,” she said.

Leadership and Pay Seen as Critical to Rebuilding Department

Finding a qualified police chief is only one part of the challenge facing Prichard.

Davis says rebuilding the department will require strong leadership, competitive salaries and a commitment to recruiting and retaining qualified officers and employees.

The city’s ability to attract experienced law-enforcement professionals could depend heavily on whether Prichard can offer competitive compensation and provide the type of organizational structure that allows officers to succeed.

For city leaders, the goal is to create a police department capable of providing consistent and professional public safety services while strengthening its relationship with the community.

Davis says she wants Prichard to eventually have a department that meets nationally recognized standards.

“I am trying to build a nationally accredited police department and that’s going to take time,” Davis said. “We’re going to obviously have to work towards that, and it starts with great leadership and it also starts with great partnership.”

A New Direction for Prichard Public Safety

The approval of the POLIHIRE contract marks an important step for a police department that has faced questions about leadership, staffing and its long-term direction.

Rather than rushing to fill vacancies, city officials say they want to take a more deliberate approach by examining what the department needs and involving residents in the process.

The coming weeks are expected to bring a closer look at the department’s organizational structure and the qualifications Prichard will seek in its next police chief.

For Mayor Davis, the measure of success will ultimately extend beyond the hiring of a new chief.

It will be whether residents once again feel confident that their police department has the leadership, resources and personnel necessary to protect the community.
