MOBILE, Ala. (BuzzReport) — Law enforcement officials have concluded a focused three-month operation aimed at dismantling prostitution activity, disrupting sex trafficking networks, and targeting related criminal behavior across the city, resulting in dozens of arrests and multiple felony charges.

The initiative, conducted between January and April 2026, centered on identifying individuals accused of exploiting vulnerable people while also addressing locations tied to drug activity and violent crime. Investigators said the operation combined undercover enforcement, intelligence-gathering, and coordinated policing strategies to combat both street-level offenses and broader trafficking concerns.

Authorities confirmed that 40 individuals were arrested during the operation. Among those cases, 10 felony chargesand 70 misdemeanor charges were filed. Investigators also executed two search warrants as part of the crackdown.

Officials emphasized that beyond enforcement, the operation also sought to intervene with individuals involved in prostitution and escorting, aiming to connect them with resources and protect them from exploitation.

“This effort reflects a dual mission—holding offenders accountable while also safeguarding victims who may be caught in cycles of exploitation,” authorities said in a statement.

Scope of Arrests and Charges

Those arrested face a wide range of charges, including solicitation for prostitution, loitering for sexual deviate activity, drug possession, probation violations, and outstanding warrants. Several individuals were also charged with offenses such as theft, resisting arrest, and indecent exposure.

Among the individuals arrested:

  • Jennifer Connelly, 52, faces multiple charges including solicitation, disorderly conduct, and drug paraphernalia possession.
  • Chrystal Herpst, 36, was charged with solicitation along with outstanding warrants for arson and criminal trespass.
  • Devonte Davis, 34, was arrested on multiple occasions during the operation, facing charges including solicitation, drug possession, and probation violations.
  • Marcus Scott, 35, faces felony-level charges including possession of controlled substances and a warrant for first-degree theft.
  • Dennis Chambless, 71, was charged with loitering for sexual deviate activity and indecent exposure.

Numerous others were charged with solicitation-related offenses, highlighting what investigators described as an entrenched and active network operating within the community.

In addition to adult arrests, one juvenile was taken into custody on a solicitation-related charge. Authorities did not release identifying information due to age.

Ongoing Concerns and Enforcement Strategy

Investigators noted that prostitution and trafficking cases often intersect with drug crimes and violence, making targeted enforcement operations critical for broader public safety.

The operation placed a strong emphasis on undercover work to identify suspected predators and individuals allegedly facilitating exploitation. Authorities also focused on gathering intelligence to dismantle networks rather than solely making isolated arrests.

Officials said these types of operations are expected to continue as part of a long-term strategy to reduce human trafficking and associated criminal activity.

Outstanding Suspect

Authorities also identified Raquel Buchanan, 49, as still wanted on additional charges, including solicitation for prostitution and possession of drug paraphernalia.

Law enforcement officials say the operation is part of an ongoing effort to restore safety in affected areas and prevent further harm.

“This sustained enforcement initiative sends a clear message that exploitation and trafficking will not be tolerated,” officials said. “We remain committed to protecting victims and ensuring those responsible are brought to justice.”
