Monroe, La. (BuzzReport) — The Monroe City Council has introduced a new redistricting proposal that would maintain the city’s current 3–2 majority-minority council structure, prompting debate about whether the plan adequately reflects recent demographic shifts in North Monroe. The proposal, promoted by council chair Rodney McFarland, was introduced Tuesday night and approved for advancement in a 4–0 vote, with Councilman Verbon Muhammad abstaining. Muhammad said he supported the concept of redistricting but expressed concerns that the current plan does not fully address fair representation across all districts. According to council members, the plan would preserve the city’s three majority-Black districts and two majority-white districts through 2030, effectively maintaining the current balance of representation on the council. Concerns Over Growing North Monroe Population The redistricting discussion has intensified in recent months following demographic changes in the city. Census data cited during the debate indicates that more than 1,500 Black families have relocated from South Monroe to North Monroe, while many white residents have moved toward nearby communities such as Sterlington. Critics of the proposed map argue that the population shift could justify the creation of a fourth majority-Black district, potentially expanding Black representation on the council. Muhammad said he had supported exploring a plan that would better reflect those population changes, emphasizing the need for districts that provide equitable representation for residents throughout the city. Criticism of Former Council Leadership During Tuesday’s discussion, McFarland and Muhammad both criticized former councilwoman Kema Dawson for not advancing a redistricting proposal earlier that might have addressed the growing Black population in North Monroe. Last August, a group of political activists known locally as the “Brown Bombers” announced plans to pursue new district lines that they said would give Black residents in North Monroe a stronger opportunity to elect a representative to the council. The group had previously pushed for redistricting reforms they believed would expand representation. However, the plan introduced this week stops short of creating an additional majority-Black district, instead maintaining the existing framework. Political Tensions Within Council Bloc The issue has also created tension among council members who have historically voted together as part of a consistent voting bloc sometimes referred to locally as the “Brown Bombers.” Muhammad’s decision to abstain highlighted the emerging divide. He noted that supporting or abstaining from the proposal could conflict with earlier commitments to pursue a map that would potentially allow North Monroe’s growing Black population to gain additional representation. The disagreement threatens to disrupt what has been nearly two years of unified voting among members of the bloc. Mayor Voices Support Following Tuesday’s meeting, Friday Ellis, mayor of Monroe, issued a statement praising the council’s action and expressing support for maintaining the 3–2 district structure. The mayor’s office released a statement shortly after the vote highlighting the importance of moving forward with a redistricting plan ahead of upcoming elections. Final Vote Scheduled The council is expected to take a final vote on the proposed district map on March 24, 2026. If approved, the plan would establish the district boundaries that will remain in place through the end of the decade. In the meantime, the proposal is likely to continue drawing scrutiny from community members and political leaders who say the outcome could shape representation and political influence in Monroe for years to come.
