Mobile Councilman Challenges Election Results Over Residency Dispute

Mobile, AL (BuzzReport) – A heated political battle has emerged in Mobile, where outgoing City Councilman William Carroll has filed a lawsuit contesting the results of the recent District 2 council race. Carroll, who lost his bid for reelection, argues that his opponent and declared winner, Samantha Ingram, failed to meet the state’s residency requirements. 

According to Carroll’s filing, Ingram was not a legal resident of Mobile for the minimum 12-month period mandated under the Alabama Code prior to election day. Carroll is now seeking a court order to void the election outcome, potentially reopening the contest for the council seat. 

The legal challenge places the burden of proof squarely on Carroll, who must demonstrate that Ingram did not meet the statutory qualifications. A similar effort was raised earlier by community activist Reggie Hill, who also questioned Ingram’s residency status. However, that case did not progress far enough to disqualify her from appearing on the ballot. 

By turning to litigation after the vote, Carroll is asking the courts to intervene in what was decided at the polls. If successful, his suit could nullify the results and unsettle the choice made by District 2 voters. 

As the matter heads to court, observers note that the dispute raises broader questions about candidate eligibility, election integrity, and the balance between legal rules and voter decisions. The outcome of Carroll’s challenge could set a significant precedent for how residency laws are enforced in future elections across the state.
