Fairhope, AL -(BuzzReport) – A 57-year-old Baldwin County woman, Lyly Dutcher, was arrested on August 6, 2025, for Abuse and Neglect of an Adult with a Disability in the Second Degree. The arrest follows an investigation by the Baldwin County Sheriff’s Office into a domestic violence incident that occurred on July 5, 2025, in the unincorporated area of Fairhope.

According to authorities, deputies initially responded to a domestic violence call and arrested Dutcher for domestic violence-menacing after she allegedly threatened to use an Electronic Control Device on a mentally handicapped and non-verbal person in the home. The threat was captured on audio and video evidence.

Further investigation revealed additional evidence, including a video showing Dutcher using the electronic control device on the victim. The Baldwin County District Attorney’s Office was notified, and a warrant was signed for the abuse and neglect charge.

Dutcher was taken into custody on August 6, 2025, and booked into the Baldwin County Corrections Center. She was released on a $10,000 professional surety bond.
