Incumbent Mobile Councilman Cory Penn Outlines Priorities for District 1 In Race For Re-Election

Mobile, AL (BuzzReport) – As the Mobile municipal elections approach, incumbent city councilman Cory Penn, seeking a second term representing District 1, recently shared his perspective on pressing city issues and his vision for the district during an interview with the Buzz Report.

Penn addressed a range of topics, elaborating on his motivation for entering the race, his qualifications, and his plans should he be re-elected.

Explaining his decision to run for City Council, Penn stated, “I entered the race for City Council because I believe every neighborhood deserves leadership that listens, leads with integrity, and acts with compassion.” He highlighted his deep ties to the community as a lifelong resident of District 1, emphasizing his roles as a husband, father, minister, and educator. While acknowledging accomplishments in his first term, he asserted, “we still have more work to do.”

Penn pointed to his diverse background as key experience, including a “lifetime of community engagement,” leadership in ministry, and a “track record of responsive service” on the Council. He noted past roles leading youth programs and advocating for public safety and equitable development. He currently serves on boards including the MPO, Mobile Community Action, Right Way Christian Center, and the MoonPie Over Mobile Board. His previous experience as Director of Operations for the Boys & Girls Clubs of South Alabama provided valuable skills in strategic planning and budget management, he said. “As an educator, I understand the critical role that support, mentorship, and opportunity play in shaping our young people,” Penn added, committing to being a voice and bridge for them.

Penn listed his top priorities for District 1 as:

• Safe and thriving neighborhoods
• Youth engagement and violence prevention
• Beautification and blight removal
• Economic development and workforce training
• Improved infrastructure, including drainage upgrades
• Cleaner streets and stronger code enforcement

Discussing the city’s growth and development, Penn emphasized that it “must be inclusive and intentional.” He noted potential in District 1 but stressed the need to ensure revitalization benefits long-term residents. He called for investment in communities, attracting businesses that reflect residents’ needs, and ensuring affordable housing. Areas like Midtown, Trinity Gardens, Crichton, Toulminville, and the community west of I-65 were specifically mentioned as needing focused investment.

Penn identified code enforcement’s handling of blight and dumping complaints as an issue he would like to see revisited. He advocates for a “more responsive and coordinated system” and “stronger accountability measures” to reduce illegal dumping and ensure residents see quicker action.

On plans to address crime and violence, Penn stressed tackling root causes through investment in youth programs, mentorship, and workforce development. He highlighted his support for programs like Project Inspire and Ignite Teens and public safety forums. Moving forward, he will advocate for expanded youth programming, partnerships with law enforcement, and trauma-informed care initiatives, while also holding criminals accountable.

Regarding the city budget, Penn believes funding should be “directed and allocated to other areas,” calling for more resources towards public safety, neighborhood revitalization, and youth development, stating the budget should “reflect our values.”

Addressing blight, aging infrastructure, and taxes, Penn said he has already begun tackling blight through cleanups and partnerships, noting new home construction and upcoming affordable senior housing like Fred Marshall Court in District 1. He pledged to continue fighting for infrastructure funds for roads, drainage systems, and sidewalks. On taxes, he stressed being cautious not to burden working families while securing necessary resources for community improvements.

Penn concluded with his campaign message, stating: “Imagine a prosperous district—but we’re not going to stop at imagining. We’re going to Ignite by putting action and plans in place. And then we’re going to Inspire the next generation to do the same. I’m Listening, Learning, and Leveraging every opportunity for the people of District 1.”

He closed by saying, “I’m District 1. You’re District 1. We are District 1. Re-elect Cory Penn for Mobile City Council, District 1.”
