Mobile City Council Redirects $1.5 Million In Arena Funding, Restores Port City Classic Support

MOBILE, Ala. (BuzzReport) — The Mobile City Council made significant changes to the city’s proposed Fiscal Year 2027 budget Tuesday, redirecting the full $1.5 million initially set aside for Regions Arena operations toward other city priorities, including the Port City Classic, libraries, public events and reducing the city’s planned use of unallocated funds.

During Tuesday’s budget meeting, Councilman Cory Penn proposed restoring $400,000 for the Port City Classic, funding that had been left out of Mayor Spiro Cheriogotis’ original proposed budget.

Penn’s amendment passed 6-1, with Councilman Ben Reynolds voting against it.

Reynolds opposed the additional city funding, arguing that the state had already allocated $400,000 to support the organization. However, the state appropriation identifies the Mobile Sports Authority as the recipient and does not specifically earmark the money for the Port City Classic.

The council also approved a $100,000 increase for Parks and Recreation public events, raising that account from approximately $630,224 to $730,224.

Councilman Josh Woods proposed another $400,000 increase for the city’s library system, raising its allocation from $7.5 million to $7.9 million.

Councilwoman Samantha Ingram supported the library increase, emphasizing the importance of maintaining funding for basic public services.

All three amendments passed 6-1, with Reynolds casting the lone dissenting vote.

$600,000 Returned To City Funds

After $900,000 of the $1.5 million arena operations allocation was redirected to other priorities, the council addressed the remaining $600,000.

Reynolds proposed using the remaining money to reduce the amount the city planned to draw from its unallocated funds.

The amendment passed.

The proposed budget had called for approximately $3.8 million to be taken from unallocated city funds. Reynolds argued that the council should restrain spending where possible and preserve the city’s financial flexibility.

Woods supported returning the $600,000 to city funds, pointing to concerns about a possible economic downturn and potential changes in future sales-tax collections.

Council Examines Performance Contracts

The broader budget discussion also included questions about the city’s performance contracts.

Reynolds called for a closer examination of those contracts, citing approximately $8.7 million included in the mayor’s proposed budget.

With the additional $400,000 approved for the Port City Classic, that amount would rise to approximately $9.1 million, based on the proposed total of $8,706,500.

Council Vice President Gina Gregory said the contracts were originally established to help fund services the city could not provide on its own and were never intended to continue automatically without review.

Ingram said she did not introduce separate budget amendments but emphasized that she expects the administration to provide consistent public services and municipal enforcement in District 2.

Nuisance-Abatement Funding Expanded

The council also changed the wording of a nuisance-abatement budget item.

The revised language allows funding to be used not only for demolitions but also for securing properties and removing debris, giving the city additional options when addressing problem properties.

District Investments And Employee Raises

The FY2027 budget maintains $4 million in capital-improvement funding for each council district.

The budget also includes an employee pay increase beginning in April.

After considering and voting on the various amendments, the Mobile City Council approved the city’s general fund and capital improvement budgets.

The decision redirects money originally proposed for Regions Arena operations toward several other municipal priorities while also reducing the city’s planned draw on unallocated funds.

The budget debate highlighted several competing financial priorities for Mobile as the city prepares for the next fiscal year, including support for community events, libraries, public services, major development projects and maintaining financial reserves.
