Mobile Infirmary ER Expansion Heads To Mobile City Council

MOBILE, AL (BuzzReport) — A major expansion of the emergency department at Mobile Infirmary is moving closer to approval, with a 12,035-square-foot addition now set to come before the Mobile City Council as hospital officials seek to modify the facility’s existing campus development plan.

The proposed emergency-room expansion is scheduled for a public hearing before the City Council Tuesday. Following the hearing, an ordinance approving the requested Planned Unit Development modification is expected to be introduced as the project advances through the city’s approval process.

The project would expand the hospital’s emergency-room footprint while maintaining the existing campus-wide approach to shared access and parking among the various buildings and facilities located throughout the Mobile Infirmary campus.

Importantly, the request does not involve rezoning the property.

Hospitals are already permitted under the zoning that governs the campus. Instead, the hospital is asking the city to modify its existing Planned Unit Development, or PUD, to accommodate the larger emergency department and adjust how several parcels are incorporated into the overall campus development plan.

As part of the request, two parcels that were previously outside the PUD would be brought into the development plan.

One of those parcels is an undeveloped tract along Spring Hill Avenue. The second is located within the existing hospital campus and is already being used for parking.

The proposed changes would allow those properties to be considered as part of the broader campus plan as Mobile Infirmary moves forward with the emergency-room expansion.

The project has already cleared an important step at the local level. The Mobile Planning Commission previously recommended approval of the PUD modification, although that recommendation included several conditions that must be addressed as the project moves forward.

Those conditions involve areas including parking, engineering, traffic, urban forestry and fire-safety requirements, as well as approval of a final modified site plan.

The City Council’s public hearing represents the next major step in the process.

For Mobile Infirmary, the proposed expansion would add significant space to one of the hospital’s most critical areas — its emergency department. The project now moves into the hands of city lawmakers, who will consider the development-plan modification before deciding whether to advance the ordinance.

While Tuesday’s action would not itself represent the completion of the construction process, approval of the PUD modification would clear a key municipal hurdle for the planned expansion.

The proposal also highlights the continued development of the Mobile Infirmary campus, where changes to the layout, parking and use of surrounding parcels must be coordinated with the hospital’s broader long-term plans.

The City Council’s hearing will give the public an opportunity to comment on the requested modification before council members consider the ordinance.

The emergency-room expansion now enters the City Council stage, bringing Mobile Infirmary one step closer to expanding its emergency-care facilities.
