MOBILE, Ala. (BuzzReport) — In a move aimed at strengthening the region’s construction workforce and addressing a growing shortage of skilled trades professionals, the Mobile City Council has approved an ordinance that will help fund workforce training programs across South Alabama.

Under the newly approved ordinance, a $20 fee will be added to certain residential construction permits beginning January 1, 2027. Revenue generated from the fee will be directed to the Alabama Construction Trade Academy Fund, an initiative designed to expand training opportunities and develop the next generation of construction workers.

City leaders say the investment comes at a critical time as demand continues to rise for qualified workers in the construction industry. Rapid residential and commercial growth throughout Mobile and the Gulf Coast region has increased the need for skilled laborers, including carpenters, electricians, plumbers, HVAC technicians, and other trades professionals.

Funds generated through the ordinance will support the South Alabama Homebuilding Academy, a workforce development program focused on providing hands-on training, industry certifications, and career pathways for individuals seeking employment in the construction sector.

Supporters of the measure believe the initiative will help bridge the workforce gap while creating opportunities for local residents to enter high-demand, well-paying careers without necessarily pursuing a traditional four-year college degree.

The South Alabama Homebuilding Academy works closely with industry partners to prepare students for real-world construction careers by offering practical instruction and exposure to the latest building techniques and technologies.

Officials say the ordinance represents a long-term investment in the region’s economic growth by ensuring a steady pipeline of trained workers to meet future construction demands.

As Mobile and surrounding communities continue to experience development and expansion, city leaders hope the additional funding will strengthen the local workforce, support the building industry, and provide residents with valuable career opportunities for years to come.

The permit fee is scheduled to take effect on January 1, 2027.
