PRICHARD, Ala. (BuzzReport) — A tense dispute over financial transparency unfolded at Prichard City Hall on Tuesday as members of the Prichard City Council clashed with Carletta Davis, the mayor of Prichard, Alabama, regarding missing financial reports detailing how taxpayer money is being spent.

Council members called a special meeting after raising concerns that they have not received required monthly financial reports for November, December, and January, documents they say are necessary for overseeing the city’s finances.

District 1 Councilwoman Annie Williams said the reports are required by law and should be provided regularly to council members.

“We are going by the law regardless of what’s being said,” Williams said during the meeting. “The law says that we’re supposed to get a report on the 12th of the month. We haven’t gotten one since we’ve been here.”

Mayor Davis acknowledged that some reports were provided but said others were incomplete due to the city transitioning to a new financial reporting system.

“They have gotten reports, okay,” Davis said. “The reports that they received in January were not the complete report because the two systems that we had were not fully integrated. And so, the finance director explained that to them.”

However, council members say the explanation does not justify the delay in providing critical financial information.

Councilman Roy Smith said council members have repeatedly requested the reports through emails and other formal documentation but have yet to receive the complete information.

“We get nothing but excuses,” Smith said. “It’s not hard to go get bank statements, written, signed checks.”

Smith emphasized that financial oversight is a fundamental responsibility of the council.

“This is what we were placed in this position to do. If you didn’t want us to do this, then nobody’s here. We’re going to do our job,” he said.

At the center of the dispute is a broader question being raised by some council members and residents: why key financial data has been delayed for a governing body elected to oversee city spending and ensure transparency with taxpayer funds.

Following the debate, council members voted to pass a resolution demanding the financial reports. Mayor Davis, however, said she intends to veto the resolution, arguing that it does not comply with state code.

Despite the disagreement, Davis characterized the situation as part of a transition period.

“These are just some growing pains and we’ll be okay,” she said.

The dispute comes as Prichard, Alabama continues to struggle with long-standing financial challenges that have affected the city for years. Concerns about transparency and financial accountability have remained a recurring issue in local government discussions.

City leaders say they hope the updated financial reports will be ready by the next finance committee meeting scheduled for March 26, where council members expect to review the documents and address the ongoing concerns about the city’s finances.
