Montgomery, AL (BuzzReport)– A federal judge has mandated a significant redrawing of Alabama’s state Senate districts, requiring the implementation of a new legislative map for the upcoming 2026 midterm elections. The order, issued by U.S. District Judge Anna Manasco, aims to rectify a previous finding that the state’s 2023 congressional map diluted the voting power of Black citizens, a violation of the Voting Rights Act.

The court-appointed special master, tasked with proposing a revised map, submitted several options. Judge Manasco’s selection, identified as Remedial Plan 3, specifically addresses Senate Districts 25 and 26, currently represented by State Senators Will Barfoot and Kirk Hatcher, respectively. This revised map introduces a new majority-Black Senate district situated in the vicinity of Montgomery.

Under Remedial Plan 3, the demographic composition of the affected districts undergoes substantial change. District 25’s Black voting-age population will increase from 29% to 51%, while District 26 will see its Black voting-age population shift from 66% to 44%. The court’s directive emphasizes that while this new map provides Black voters with a greater opportunity to elect candidates of their choice, it does not guarantee specific electoral outcomes.

The court’s order stipulates that Remedial Plan 3 will govern not only the 2026 and 2030 midterm elections but also any special elections held within Senate Districts 25 or 26. As of Monday’s ruling, there has been no public statement from the Alabama Secretary of State or other state officials regarding their plans for compliance with the judge’s order.
