FOLEY, AL (BuzzReport) – A construction project manager employed by the City of Foley has been arrested on grave charges of child pornography and voyeurism, according to authorities. Jeff Phillips, 55, who has served the city for four years overseeing various construction projects, was taken into custody overnight and has since been placed on administrative leave. Phillips was booked into the Baldwin County Jail on Friday morning. The arrest stems from images reportedly discovered on his cell phone, which prompted a investigation by law enforcement. Investigators indicated that the scope of the inquiry is expanding significantly, with additional charges potentially forthcoming. Authorities have confiscated a substantial cache of electronic devices belonging to Phillips, including multiple cell phones, laptops, tablets, hard drives, and thumb drives. These devices are currently undergoing forensic examination. Captain Danny Steelman of the Baldwin County Sheriff’s Office commented on the thoroughness of the ongoing investigation. “Our hardworking forensic investigators will be digging through gigabytes of data, lots of it, to try and locate any other images or victims,” Captain Steelman stated. He added, “So far, we don’t believe there are any others, no reason to believe that, but it will be a comprehensive investigation.” Phillips, a resident of Daphne, reportedly informed investigators that he had recorded other videos using his cell phone in a private location, not in public. The City of Foley has released a statement confirming its full cooperation with the ongoing investigation by law enforcement. The city emphasized that the severe allegations against Phillips do not align with its established standards and values.
