TALLAHASSEE, FL (BuzzReport) – A serene evening at Tallahassee’s Cascades Park descended into chaos Thursday when a man, reportedly experiencing a severe mental health crisis, attacked two women with a knife before an ensuing chase ended in his death in a park pond. The victims are expected to survive, but the community is left grappling with the shock of a random act of violence in a beloved public space.

The tragic sequence of events began on September 10th at approximately 5:21 p.m., when the Tallahassee Police Department (TPD) received a call reporting that 19-year-old Octavious McCaine had left his home in an agitated state. Concerns were raised that he might become violent if approached, prompting officers to immediately begin searching known locations.

Just over two hours later, at 7:35 p.m., TPD officers were dispatched to Cascades Park for a welfare check on an individual reported to be in visible distress. The situation escalated rapidly. Mere minutes later, at 7:39 p.m., the Consolidated Dispatch Agency began receiving a barrage of frantic 911 calls: multiple people had been stabbed in the park.

Officers, already in the vicinity for the welfare check, responded instantly. They found two adult female victims who had sustained stab wounds. Both women were swiftly transported to a local hospital, where their injuries were determined to be non-life-threatening, and they are expected to recover.

Amidst the unfolding emergency, the suspect, later identified as McCaine, fled the scene on foot. He was observed running toward a fenced retaining wall, which he climbed over before plunging into a pond within the park. The Leon County Sheriff’s Office Dive Team was deployed and later recovered McCaine’s body. He was pronounced deceased. Preliminary findings indicate McCaine was the same individual reported in distress moments earlier and is tragically linked to the stabbings.

“This was a deeply unsettling incident, and our thoughts and prayers are with the victims, their families, and the witnesses who were impacted by this attack,” stated Chief Lawrence Revell. He praised the swift and coordinated efforts of multiple agencies, including the Tallahassee Police Department, Leon County Sheriff’s Office, Capitol Police, Tallahassee Fire Department, and Leon County EMS. “Together, their action prevented further harm,” Chief Revell added.

While the motive for the attack remains under active investigation, preliminary information gathered by authorities strongly suggests that the suspect was experiencing a severe mental health episode at the time of the incident.

In the wake of the violence, TPD has announced an increased law enforcement presence at Cascades Park to provide reassurance for parkgoers. Chief Revell acknowledged the community’s unease: “We recognize that random acts of violence are especially frightening for a community. While such incidents are rare, they serve as a reminder to remain vigilant and look out for one another.” He concluded with a message of resilience, affirming, “Tallahassee is a strong, resilient city, and together we will continue to ensure our parks and public spaces remain places where families and friends can gather safely.”
